The urban traffic is getting increasingly crowded nowadays in China. The roads are pakced with cars, bicylces and pedestrians and traffic jams, bus delays and traffic accidents are a common scene.
Then how to solve this problem? Some suggest to lay down more roads to make the traffic less crowded and speed up the flow of traffic. Others believe that we should open up more public bus routes, so that more people will take the public buses instead of travelling by cars and bicycles.
Though above two views sound reasonable, they have their own drawbacks. The fomer may take up much land which could be used for farms and houses. The latter may cause inconvenience for those who are used to travelling by car or bicycles. I think the best answer to the traffic problem is a combination of the two. How to Solve the Housing Problem in Big Cities

The shortage of housing is one of the most serious problems facing many big citeis in China. Though the government has spent a large sum of money on housing, the investment has produced little financial return and a housing shortage still persists. Two generations sharing one room and newly-married couples finding it difficult to have a house of their own are still common cases. Housing shortage is a problem that requires and urgent solution.

The graph shows the changing rate of car accidents in Walton city in 1990. The first two months of 1990 showed an increasing trend. The rate rose to 32 in March but fell to 26 in June. From June on the rate was rising again and reached the peak point 39 in August. After August the rate began to decline, and eventually dropped to the lowest point 16 at the end of the year.

The highest rate in August was due to unfavorable weather conditions. Humidity and high temperature make drivers impatient, which easily leads to car accidents. The high rate in the first half of 1990 was also caused by the bad weather condition. In Walton City the excessive rain comes at early spring. The rain made road slippery, which often resulted in car accidents.

如同中文写作一样，英文写作也需要有深厚的语言功底，这些是写作的基础。对于面临高考的高三学生，如何尽快提高自己的英文写作能力呢?同学们可以从以下几个方面努力。

一、用英语进行思维

许多人在写作时习惯用汉语思维，然后再逐字逐句译成英语，结果写出来的句子是汉化了的英语，也许在语法上似乎没有大错误，但在词序、文体等方面常不符合英语习惯。要提高英文写作能力就要学会运用英语思维，有计划、有目的地培养自己的“语感”。要达到这一目的，一个重要的途径就是大量阅读，甚至背诵一些精美的词句、文章。久而久之，在写作过程中，熟的词汇、句型和习惯搭配就会不假思索地在脑海中出现。

二、培养良好的写作习惯

写作前要明确主题和读者对象，然后写提纲，参照提纲打初稿。经过修改初稿、撰写成稿、检查定稿、修饰润色等四个步骤后，才能写出一篇主题明确、结构完整连贯、语言通顺的好文章。

三、坚持用英文写日记

作为一个学生，我们需要用英文写的东西大体上有3类：

1)应试作文，2)英文书信，3)科技摘要(abstract) 、概要(summary)以至整篇论文。关于后两类文字的写法，由于篇幅关系，我们不能一详细介绍。本文只着重讨论一下应试作文的写法问题。1、应试作文的评分标准 我国目前大部分英语考试，写作的分数大约占15%。按满分为100分计，作文满分为15分。一般把作文分为5个档次。一等文为15~13分，二等文为12~10分，三等文为9~7分，四等文为6~4分，五等文为3~1分。阅卷员对作文先定档，后给分。一篇作文如果定为三等文，那么就只能在7、8、9分之间给分，如果阅卷员认为该文属于三等下，就给7分;三待中，给8分;三等上，给9分。大学英语四级、六级考试，每次参加考试的都有几十万甚至上百万人，客观性选择题通过光电扫描的办法，由专用的计算机软件统计结果，速度非常之快。但是作文部分为主观性试题，目前只能人工评分。每次考完之后，把作文试卷集中到几个阅卷点，每个点从各大专院校抽调一、二百名有经验的教师前去阅卷。在开始大规模阅卷之前，考试中心从试卷中选出每一个档次的样板作文若干篇，分发全国各个考点。每位阅卷员都以这些样板作为尺子，来量度自己所评阅的每一份考卷。

英文应试作文的评分标准大体上有6条：1)切题，2)通顺，3)句式，4)错误， 5)字数，6)卷面。一面对每一条标准作一些解释。1)切题：考生所写文章必须符合试题的要求。例如，有一次考研的作文题是：Which Do You Prefer: Urban life or Country Life? ( 你喜欢城市生活还是乡村生活?)有个山西考生却写了一篇"我为什么要考研究生"的作文。虽然文章本身没有什么语法错误，也只好给零分，因为文不对题。有些考生在准备考试的过程中，背过几篇所谓"范文"，不管出什么样的试题，一律照抄范文，结果自然很不理想。2)通顺：文章应是上下文证据和逻辑连贯的整体。不能东一句西一句，语无论次。3)句式：句式不能过于单调，要多样化。我们上一节说到要掌握一定数量的句套子，就是为了使句式多样化。如果整篇文章都是主第表句型的简单句，就会很乏味，得分自然不会高。4)错误：主要是指语法和拼写错误。当然是错误越少越好。5)字数： 有些作文要求写120个词，有些作文要求写150个词，还有要求写200个词的。应该基本上按试题的要求写，字数不够，按比例扣分。但是，也不必多写，多写不会多给分。写多了会出现更多的语法和拼写错误，反而要扣分。最策略的做法是比要培育的字数多写不超过10个词。6)卷面：字要清楚，卷面要干净。字不清楚，卷面不干净，会给阅卷员一个不好的印象。而阅卷员的印象好坏，直接影响作文的得分。评卷教师阅读时，按照以上6条标准，再参照考试中心提供的的样板，先给所阅试卷"定级"，如该篇作文为"三等"或"四等"，然后再确定它属于该档次的上、中、下。因此，定级是最重要的，因为上、下一个等级就差3分。而定级之后，在一个等级之内，上、下只差1、2分。而这1、2分，很大程度上决定于阅卷员的印象。

2、应试作文的命题方式 目前的命题作文，大体是有以下几种命题方式：1)给出作文题，并给出每一段的第一个句子，要求考生接着所给的句子写下去。这种命题方式对考生的限制很大，不容你探险自己的思路来写文章。大学英语四级考试常用这个办法命题。2)只给一个作文题。考生可按自己的想法来写文章，自由度大一些。例如："How to Solve the Traffic Problems in Big Cities". "Economic growth and Environmental Protection"，等等。3)给出一个情景，要求考生根据这个情景自行命题写一篇规定字数的作文。这类命题方式，有时候用汉语给出情景。例如："有一位外国朋友来信说：他时期要到中国旅游3个星期。请你回信给他，给他提供一个即好又省的旅游方案。"字数：200个词，时间：30分钟。4)给关键词。给出10到15个词，要求考生自拟题目，写一篇作文，作文中必须将所给的词都包括进去。这种命题方式有些省、市举办大学英语三级考试时使用过，但阅卷时，阅卷教师必须个数是不是所有给定的词都写进去了，比较费事，帮很少被采用。5)按图作文。给出一个图表或图画，要求描述该图的含意。例如给出我国1990年和2000年教育状况的统计图表，要求考生用文字加以描述。有许多考生对这种命题 方式不适应，往往是描述的文字太少而议论的文字太多，造成文不切题材，得了低分。6)写概要。给出一篇幅比较长的文章，例如2000词的文章，要求考生用250个词不达意写出文章概要(Summary). 有些大学自行命题招考博士生，出现过这种命题方式。

3、应试作文基本套路 在美国的中学里(美国人管中学叫 "high school" ,junior high senior high相当于我国的初中，senior high相当于我国的高中)，语文教师教学生写作文，有严格的套路。第一段必须开门见山，紧扣题目。随后各段展开，从正、反两方面去论述，最后一段是结论，再回到第一段提出的主题。用美国人的说法叫做 introduce, develop, sum up。每一段落本身，也得按一定路数来写。段落的第一句，往往是"主题句" (topic sentence),把本段的中心思想点明，随后便是若干个"支承句" (supporting sentences)，用以支持主题句所进出的观点。这样的作文套路，几乎成了一种定工。有人认为，这样容易造成学生思想僵化，干脆不定任何框框，让学生凭着自己的"灵感"，想怎么写就怎么写。不过，似乎多数人还是认为，应该给学生必要的写作套路。 我们中国学生写作文，自古以来也有一个固定的套路，叫做：起、承、转、合。文章的第一段是"起"，就是"破题"，把题目的要旨点出。然后，文章的第二部分是"承"，用一段或数段文字，通过下面的事例或论点，支承你在破下周段落中阐明的基本观点。文章的第三部分，树一个对立面，然后对反面的观点加以批驳。文章的最后一部分便是"合"也就是一个归纳总结，给出结论性意见。我们现在讨论的是英文应试作文。这种作文的评分，主要看的是文字本身，而不是文章是否有灵感。所以，最简便的办法，就是按固定的套路来写这类应试作文。有一些考生，看到作文题材这后，花很多时间去"构思"，就是不知道从什么地方下笔。就算你想出很好的"构思"，可是，你的英语水平，却并不能让你"畅所欲言"。所以，应试作文的基本策略是，按固定的套路写作。不是你想说什么就说什么，而是你能说什么才说什么。你不会说"重男轻女"，就千万不要字死译成heavy men light women"。 为了学会按固定套路写应试作文，考试前要找一些试题做几次模拟练习。必须在规定时间内写出符合上述6条评分标准的作文。还要学会"打腹稿"，就是拿到命题之后，在1、2分钟之内，确定整篇作文的基本框架。怎样"起"，拿什么正面事例来"承"，拿什么反面事例来"转"，最后又怎样"合"。为什么笔者一再谈到用"事例"展开作文呢?加为举例的自由度最大。你总可以找到你会写的事情来举例。
